I guess this will be determined by the size of the organization. If you are a small shop, I would say functional would be appropriate because of the number of people. However, the people in this should try to operation with a project mindset; sort of management by project approach.

A medium to large sized Telecom Company with about 150 IT employees and their work is spread roughly between two main functions ( 50% Projects & 50% Operations).
Which is the best organization type in the Information Sector (IT) of this Telecom Company? Functional vs. Projects? Any idea(s)?

For an IT Shop this small, it's a tough call.
I'd always recommend some sort of Project Infrastructure and PMO to enable the correct and consistent reporting of project status and cost / benefit realisation.
Typically having a smaller Project Office and teams made up of part timers (some time on operations) is not ideal, but you have to work the mix with your particular environment to see how it runs. As long as there is an infrastructure and some strong full timers, this can work.

If their work is a 50/50 split then maybe splitting the IT group into Application Delivery and Service Delivery so there are clear lines between project (AD) and support (SD). If you dont then projects will always suffer due to support people being pulled off of projects to resolve BAU issues and day to day support tasks will get over looked as there will be busy doing urgent project work. Some of the SD staff must have input to projects in a Subject Matter Expert (SME) type role to ensure that whatever the AD team produce can be supported by SD. The staff overall could be swapped from AD to SD and back to give them variety and development opportunities but in the main a person should only be working on SD or AD at anyone time.
