Hello Roger. Here's a few industry resources that may be of interest to you.
Looks like you have some good advice there. The telco billing environment is a very 'interesting' area with quite a lot of baggage from a project management perspective. Certainly in the Australian scene, wehre we have some professional telco billing integration companies, it has been a hard hard road to best practice. And even then some customers would say the journey isnt over.
I would add as well, that a clear focus on project management best practice is well advised for general governance of all of the billing initiatives.

I would recommend Newton's Telecom Dictionary for a desk reference. I realize you can get a lot of information from the internet but it is a useful book that you can find at a "half-priced" book store. Saving Changes...

Roger - as Bill suggested, get your hands on a copy of Newtons Telecom Dictionary. It's a worthwhile investment. Telecom is full of acronyms. This book will help you better understand the technology, some of which feeds into the billing side of telephony. Saving Changes...

Try reading The Telecom Handbook: Understanding Business Telecommunications Systems & Services, 4th edition, by Jane Laino. This book is a great reference to all different aspects of telecom including purchasing and managing systems. I think it will give you a great overview and its an easy read.
