PPM Solution - Telelogic Focal Point

Hello - I am doing a PPM System Selection for a company and running into Focal Point from Telelogic - now IBM. Anyone run into this tool? How does it compare to a CA Clarity or Planview product? I can't find any research on the tool - not in Forrester or Gartner. How does this tool compare for Portfolio Prioritization and Management, basic Project Management and Capacity Planning?

They aren't on the Gartner's Magic Quadrant, so I'm guessing that they are sub par...
