Personally and philosophically, I believe that Project Management principles can be applied, perhaps in a somewhat esoteric sense, in the improvement of a person's character, outlook, social acumen and personal efficiency. In this way, I see Project Management as more than simply a profession, but as a tool for self improvement.

It is to this end that I work to continually learn and apply.

CAREER SUMMARY:

Mr. Brown has over 23 years of progressive experience in the IT and Web industry.

Since the Spring of 2019, Mr. Brown has worked for Integrated Systems, Inc. serving as an Agile Coach and consultant on the Agile Central Team at the IRS.

From the 2018 to 2019 he served as an Operations Manager /Senior Requirements Analyst and Agile Coach for the Continuous Readiness in Information Security Program (CRISP). He managed SDLC Operations and delivery for CRISP EVMS Teams, analyzed and managed EVMS customer and operational requirements, and provided Agile SME process and governance support. He has also provided CMMI appraisal and consultation support for the ASM Mentor/Protégé program

From 2016 to 2018 he served as a Project Manager and Enterprise Agile Coach for the Army Medical Operational Data System (MODS) Program. He has managed the development and maintenance of the 68W/ARTS/M3PT applications, as well as the MODS Enterprise UM/MCP application and was the PM for the MODS Nutanix Migration.

He provided Management and Requirements support for the CME application and RHRP design project. He also provided Agile SME process and requirements support for all MODS Enterprise application teams and serves as a CMMI consultant and appraiser for the ASM Mentor/Protégé program.

From 2014 to 2016 he served as a Scaled Agile Product Owner and ScrumMaster for the U.S. Department of Veterans Affairs (VA) Enterprise Health Management Platform (eHMP) program eliciting, decomposing and managing product requirements directly with the VA customer, clinical SMEs and other important program stakeholders; and translating these technical, data and clinical requirements into functional deliverables. Product Ownership responsibilities include working with Product Management in strategic planning across multiple program Features, writing and maintenance of Feature success criteria, regular demonstrations of deployable product to the VA customer, and daily interfacing with multiple development teams. Other responsibilities include ensuring backlog priorities are maintained and emergent product acceptance criteria are clearly understood by development teams so that delivery goals are met throughout the development cycle. As ScrumMaster he has acted as Team facilitator and Scrum Coach for both local and remote eHMP development teams, and has been responsible for presenting Sprint and PSI plans to multiple stakeholders during regular kickoff meetings.

From 2013 to 2014 he served as the Functional Analyst for the Medical Electronic Data for Care History And Readiness Tracking (MEDCHART) Computer Based Training (CBT) project developing and managing project requirements and medical data training system implementation strategies. As Functional Manager, he acted as Team facilitator and task manager in the lifecycle development and deployment of Learning Management System (LMS) software and CBT content releases. He also participated in the MEDCHART “Scrum of Scrums” working group charged to develop an integrated Agile methodology implementation plan for the MEDCHART program.

In 2012 Mr. Brown was the Team Lead for the Project Planning/Project Monitoring and Control Special Interest Group (SIG) and a team member of the Risk Management/Integrated Project Management SIG during the ASM CMMI Level 3 Certification initiative and continued to design, develop and implement capability maturity model Integration Level 3 processes as part of ASM’s Integrated Management Methodology (AIMM) framework. In 2013 Mr. Brown provided subject matter expertise in Agile methodologies, as well as writing and review support for the VistA Evolution (VistA EVO) and VistA Clinical Application and Enterprise Core Services (VistaA CORE) contract proposals.

From 2002 to 2013 he served as the subject matter expert in support of the Military Vaccine (MILVAX) Agency developing and managing online education and training in support of military vaccination policy, clinical support, and force readiness. During this time, he accepted both technical and leadership responsibilities.
Mr. Brown also developed and implemented web and interactive/multimedia content for the MILVAX online presence. He interfaced directly with Government management personnel and other important stakeholders, defining the multimedia requirements, features and functionality; and translated these requirements into the functioning deliverables. Mr. Brown performed full life cycle development for each release following a milestone gated approach with the appropriate deliverable documentation and reviews provided to the customer at each milestone. Mr. Brown is familiar with quality assurance and configuration management practices and applied these processes to each release.

Mr. Brown began his career at ASM Research in 1995 as a junior programmer and database administrator, and has continually developed his technical and professional skills to become a certified Agile and Project Management professional, and continues his professional and personal development toward progressively higher goals.
