Can you measure everything? What was the most challenging measure to make?

We have many things that need to be measured in projects, before and after. What was your most challenging element to measure? how have you solved the measurement initial problem?

It isn't possible to measure everything though advanced tools have been developed. Projects may deliver indirect benefits and behavior changes. They are certainly difficult to be measured.

I think measuring performance of everything is very difficult, because of
the complexity of most projects combined with the uncertainty of what is actually happening on a project, and further uncertainty introduced by the measurement techniques used.

Performance in what? Mechanical, human, other
Some are fairly easy to measure. Other maybe subjective.
