Sorry Moloy but I'm going with chartered for two reasons. First, it is not a "project" until the charter is signed, and second, an idea has to be vetted to determine if the potential benefits outweigh the anticipated costs (and risks it might introduce), and if it aligns with organizational strategic objectives. Thanks!
