First of all please let me say that Scrum is a framework and Agile something does not exists. If you are talking about the processes of producing the product, then that is one of the many inspect & adapt feedback loops in most agile frameworks. With Scrum, an explicit example of such an event is the Sprint Retrospective - the improvement ideas coming out of that might be implemented right away in the next sprint. But self-organized teams don't wait for retrospectives to tune their processes - this also happens on an ongoing basis based on the feedback loops generated by the team's normal daily discussions.

Based on discussions during the retrospective, they could decide to try pair programming in their next sprint to see if it improves their code quality.
