Hi,
During Planning we have to create WBS then to Activity, Resources, Cost and finally same applied to Risk and other factors. But Acquire resources is part of Execution process when all project plans has been approved.

If during planning Team is not involved; we can not have Responsible team or who can work automatically and thus it can have impact on project constraint.

So what is the actual method followed in organization?

In order to avoid potential problems in the process, developing artificial intelligence or defining a randomized genetic algorithm seems to be effective.
Of course, this process needs to be familiar with the genetic algorithm.

One of the critical success factors (at least into my personal experience) is not only created wbs, obs, activitivities and schedule. It is to create project stakeholders management deliverables where you will understand the names of people that have to be engaged and strart the engament as soon as possible in the process. So, that is an example to apply agile practices no matter the process you follow, for example waterfall.

It is an iterative process. In the planning phase, the entire team is not involved, but unless you include some key experts, your planning is what is sometimes euphemistically termed a WAG or "wild-ass-guess". With some personal expertise, you can turn that into a SWAG (add scientific).

Generally however, unless you are a SME on the subject yourself and capable of developing a plan in a vacuum, the planning phase at a minimum requires a BOGSAT estimate. (Bunch Of Guys/Gals Sitting Around a Table). The team will build over time from the core planning group, to include everyone executing the plan.

It depends on stakeholder classification on the project. Almost issues and problems of the project is not alll stakeholder are identified. Any people aren't identified, they would be identified and updated stakeholder register to decrease project issues!!!
