Depending on organizational culture, divisional disparity, PMO maturity, project size, and other factors, there might be multiple formal PM’s on a given project. What has been your experience, when you as the Directing Project Manager (i.e., the accountable PM) have a single point liaison with a given domain SME PM (e.g., IT Project Manager).

Provide the good, the bad, and other details about this type of experience. If you haven’t had the experience, then go ahead and conjecture your thoughts.

Then answer the following: Has your experience been different when the Domain PM was PMP certified or if you haven’t known this situation, do you think it would be different?

Sounds like stream management, with each stream having their own project manager. The tricky part is in not funnelling everything through the stream project manager. Members of one stream project team have to be able to access the members of another. You probably won't be able to do full agile across the streams but at least you should strive for as much low-level collaboration and cooperation as possible.
