Think of your organization as Non-Projectized Organization - the activities are not managed by the project - it can be functional or matrix. How do you start engaging managers/ people/ teams, in project-based management?

It´s simple: a project is started because some people has been in charge to achieve strategical objectives. They are the people that will help you with the project. Between other things their anual bonus could be in jeorpardize if the project does not run.

There are several ways to do that, depending on the situation.
In any case, it is a change effort, people will see different behaviors, some powers have to shift, probably old style management will continue.

If the project is not critical it is best to start with an experiment, outside and in addition to running business. You need a powerful sponsor for this, and the results should show success for the company and how good it was for the participants. A project marketing effort might be good to spread the word.

But if the project is born out of a crisis, you could go full throttle and take all power you can get. Disrupt old business behavior to save the company. Then you have to set up a strategy with the sponsor and possibly the CEO.

I would start by using simple project methodology. Create a one page business case, for example. Draw up a 'Project Plan/Schedule' so they can see what needs to be done. Begin by using some project terminology. Add value by showing that structure will help with delivery success in regards to the changes wanted for the business.

Elizeau, I agree with what Thomas said on the approach, however, if the environment and/or politics are preventing you as a manager from taking that initiative to upper management then you can use many of the skills and tools available to a PM for your personal managerial use.

This would be a functional venture, but could also be used when you have a “success” that management notices. In that situation, when management ask you, “how did you accomplish this task so effectively?”, you would then hand them over some of the project artifacts you created and used for execution – who knows, that could open a door for you to move the organization forward under a formal sanctioned project under methodology.
