Is the CAPM EOC going to change just as the PMP EOC is in December OR will CAPM continue the Process Groups framework and PMP will use the new People Process Business Environment?

As someone who consults and instructs new project managers for those companies, it would be nice to have a clearer understanding of the changes that are going into place this December for the PMP and how it will change the PMP and CAPM both. I deal with those who do not have the hours for the full PMP so the CAPM is what I recommend for them. Can someone assist me with this type of further understanding of the impact of the new changes to the PMP EOC?

If your company is a PMI REP, you'll have access to the REP update site where PMI posts upcoming changes with their certifications.

While the PMP exam is changing based on the new ECO in mid-December, the only info provided as far as CAPM changes go is:

"New Question Types on CAPM Exam Starting in September

In our efforts to continually evaluate and improve the exam-taking experience, we will present a small percentage of CAPM question types in two new formats:

Matching questions: Test-takers will see two lists (e.g., project management processes and process groups) and be asked to match items from one list with items from the other.

Multiple choice questions with multiple correct answers: Multiple choice questions with a single correct answer are already on the CAPM exam. This new question format will ask test-takers to identify a specific number of correct answers. The instructions will tell candidates exactly how many answers they must select."

This sounds less like a content or alignment change and more of a question format change to me...

I am doing the paperwork to form my company now so I am not a REP yet. I wish that even if you are not a REP you can get to certain information easily.

Kiron’s advise and feedback is very solid. As for your comment about being an REP you can always check PMI’s website for updates, they provide timely updates.
