Or on the contrary, what really counts is going to the root cause of the situation?
Does it seem like earning you 20 to 25% of its offers / bids is a high success rate?
I am not sure about the %. It has to do with the market, competitors, your strategy, etc.
Let me put it in a different way: If a company in the construction sector bids for 10 projects, winning 2 out of 10 in average is to be viewed as a good performance or is there any other recognized percentages? or is there any survey done on that matter?
If I understood your question well, I'd say that the performance of a construction company can't be measured only by the percentage of its successful bids. In my opinion, the successful bids are a result of the comercial team, which may not be always involved in the execution. The quality of the execution and the client satisfaction are other indicators you should consider to that measure.
I personally do not think there is a set percentage for successful bids to be taken as a basis for evaluation of whether the company is performing well or not in this regards.
Being successful in a bid depends on so many factors and it is different from one country to another as it depends on the competition in that country so sometimes winning 1 bid could be good, other times more. There should be a Key Performance Indicator established by the company based on their historical data for their bids.
