That’s call dictatorship and micromanagement. I’ve been in such a situation, I know it’s difficult and demotivating, the only solution is to let them know how you feel about it but you need to be politically correct and careful in what you say and grab the right moment.

You can consider talking to this person about the importance of listening, you can send them to training in a second phase and, if things continue, take more radical steps, such as replacing them.

You can talk to this person about the importance of listening to others.
If you have access to information, talk about hard facts that could improve performance as a project manager and, of course, depending on the organization finding solutions that would help solve the situation.
Talk to the superior on the topic
Through your behavior you try to influence that person's behavior.
If you can't do this, you can always request the transfer to work on another project.

My recommendation is taking into account some topics: 1-people behavor is aligned with organization´s culture. If the PM behaves in this way is because the environment is facilitating/requesting that. 2-people behave in a way for a reason. Is the action-reaction principle. 3-between the reasons are you and othe people, but mainly you. Analyze yourself your behavors that could help the PM behave in this way.
Try to find a way to discuss and gain trust even if the PM is difficult
Try to let them know how you feel about it but you need to be politically correct and careful in what you say and grab the right moment.
