Agile in the Public Sector
Are there real examples of AGILE Project Managers being able to use all of these principles while working with the Public/Government sector?

How have the PMs been able to bring about change in the mindset when plan allocations and project budget allocations are based on defining scope upfront?

How has scope been modified based on sprints while keeping budgets and timelines constant?

Have these projects been accepted as 'Successful' by the Sponsor and the stakeholders?
