there are many good PMO people in this community and at the same time many methods how to start a PMO, also depending on your situation and targets. It is an industry.
So I suggest you do some research and some basic rough definition about what the PMO should accomplish to be able to filter out the consultants and methods suitable for your case.
Could be hard if you expect someone to join you physically, on the other hand these virtual times open up the globe for you, if not having a hands-on consultant, then as an advisor and mentor.

While perhaps I did not answer your question let me say open a PMO is the same than open any business unit inside your organization. it is a matter of business administration, not a matter of project/program/portfolio management.
It's important that you set up your PMO properly with a charter and sponsor, know the level and type of PMO that fits the company culture. Culture eats PMOs for lunch. Happy to send you some resources to help in your selection process via direct message.
From your question I can't tell if you are considering setting up a project specific PMO or a division/unit within the company to handle projects as they occur.
