Leadership is not ever about education and technical skills, as per my observation, I have found that people who are respective and friendly with other coworkers, prove themselves to be great leaders. If you are looking for the organizational leader then check who is not careless and is most liked by people.

A team leader should have following skillset-

Obviously, the knowledge and skills are the key requirements to be seen first for short listing then the experience and attitude are critical and equally important for achieving the goals by demonstrating the ability :
-To communicate with all and provide constructive feed back
-To share knowledge and information
-To empower team members
-To recognize and reward best performance
-To follow up and continually follow up
-To mange the stress in different situations.
Try to obtain more references to check and ask about the past experience focusing on attitude and you will be on the right direction if the attitude is positive.

Leadership is about inspiring people. This requires a certain level of emotional maturity and communication skills.

To be a good leader you need to be able to listen and communicate with the rest of the team. Your goal should be to prevent everyone else from doing the same.
The leader should know how to listen to suggestions, filter comments.
Successful leaders are also people who know how to relate well to others, be they clients, employees, bosses or any co-workers.

An effective leader spends more time with her highest performers. This can be a bit counter-intuitive as you may want to spend your time helping your low performers.

When you do this right, you will see something happen that Malcolm Gladwell spoke in his book Outliers: you will provide more opportunities to your high-performers which will make them better.

I agree with Sonali. Its a difficult choice but becomes simple when one assess each based on the needs of the positions
