Sorry Aaron, I'm asking for HRMS (Human Resource Management Systems) Implementation with the following features.Tracking contact information of both employees, applicants and potential hires
1.Work progress reviews
2. Pay histories, including bonuses and overtime
3. Identifying workforce needs and potential new positions required
4. Hours worked for each employee, including regular, overtime, telecommuting and consulting time
5. Benefit tracking
6. Career and employee goal tracking

I have managed the following HR managed projects: Implementation of an HR system (UltiPro and ADP years ago). Implementation of a time entry application (Aestiva). Integration with the company GL (MS Navision). Creation and rollout of a Bring Your Own Device program with stipends for mobile phones. Onboarding process improvement project (utilizing LANDesk).

Hi Paul - I am not sure about the Oracle solution. I suggest defining your solution requirements and prioritizing them. Then, you should create a vendor matrix and for each requirement, comment on whether Oracle can achieve out of the box, if they can achieve with customization or if the requirement can not be met. I would also vet at least 3 different solutions and compare.
