To deal with change the key is to understand the whole organization from the systemic point of view. That´s mean: everything you do inside your organization will impact the organization as a whole. So, Change Management is a must. Time ago I wrote a framework that is used in some companies around the world to relate three key roles: business analyst, project manager, change manager.

If that is the case then Change Management is a crucial aspect. and remember the objective of the project itself is to change the status quo. Stakeholder Analysis & Alignment, Training etc are some of the key features of Change Management. As Sergio mentioned, in projects where we anticipate lot of CM activities we need a separate Change Manager

@Linet - is your interest about project scope change management (a.k.a. scope control), or the human side of change (a.k.a. adoption)?

If the implementation is driven off a business need, as opposed to technical maintenance, then the CM belongs with the Business group that owns the product, service, or result. It is a vital aspect of the delivery, and necessary to see any value or benefits realization from the implementation.

So, to answer your question, CM has significant influence. I have seen implemented solutions go nowhere, no drive for use, ultimately never widely used as intended.

Change management is about influencing stakeholders. You want to influence their ability to accept, understand and use whatever product, service or results that your project will create.
