What should be done when the team has low performance due to issues of organizational culture?

Nothing. Performance measures must be created taking into account organizational factors. Culture is one of them. So, review your measures.

As per PMBOK version 5, Team Performance Assessments are an input to Manage Project Team . The output is Enterprise Environmental Factors updates, of which Culture is a part.

One way could be try to factor in organizational cultural issue in project management planning. If possible identify cultural (unknown/known) concern and capture in risk register.

In project governance they could be reviewed time to time.

I'm a firm believer that change happens one person and then one team at a time.

Control the things you can, and accept those you cannot (but try to influence them!).

I've seen cases where a single individual in a team (not necessarily the PM) was able to improve performance within that team which became a source of inspiration for other teams.

Juan, you could try to establish a project culture and isolate the team from influences of the corporate culture. This happens quite often when companies introduce agile teams, bottom up. These follow a culture of trust, collaboration and supporting, while the companies often stick in their culture of individual careers, silo thinking and competition. The point is that the team members feel to be part of a special tribe.

I agree with Thomas. While you lack the power to change bad organizational culture, do your utmost to create bubble of good culture within your project or department. Often this is enough to significantly improve the performance of those within your sphere of influence.
