Enterprise Project Manager, Infrastructure Operations Projects (Contractor) 12/2013 to Current
Manages multiple enterprise projects nationwide and programs. Currently working in the migration to Office 365 full E4 subscription. The largest completed work was the migration from Exchange 2007 to 2010 with a base of 17K+ users. This work is not just a technical project but also includes legal considerations, business process, business systems, governorship, vendor/subcontractor managing and customer facing aspects. This is the most important IT infrastructure operational project in Amtrak. Other projects include the nationwide rollout of encryption technology for mobile devices, the normalization and inter operation of the Amtrak systems of records among others.

International Project Manager & Global Services/Training Solutions Director 02/2011 to 12/2013
Develops and maintains the KMSG LATAM partnership program to develop new consulting business resulting in the establishment of business partnership in six (6) countries in LATAM. Manages the KMSG Training Program in the USA and LATAM, generating 26 training events. Consults and trains customers in the use of the Project Management Office (PMO) techniques to manage portfolio investments in support of the business strategic goals.
Develops and delivers training programs for Earned Value Management, PMO and Risk courses for USA and abroad partners/clients. Updates/Creates tool training such as MPM and WelcomHome.
Represents KMSG in USA and foreign events presenting about Project/Program management subject matters. Works with the Mining, Insurance, Oil & Gas, Software Development, Power Generation/Distribution, Education, Manufacturing and USA/foreign government business segments for the expansion of the use of EVM.
Defines, develops and documents project/program management practices, change management practices, governance standards, processes, and metrics for international clients. Enterprise Architecture Senior Program Manager 09/2010 to 01/2011
Managed teams that supported the Enterprise Architecture (EA) for the Defense Logistics Agency (DLA). Support included the managing and transformation of DLA IT Infrastructure resources and investments to be in compliance with respective government guidelines and with current technology capabilities.
Work also included the research/documentation of “as is” infrastructure architecture and the design/migration of “Target” infrastructure architecture? and support of the EA governance policy and process.

Senior Technical Program Manager 08/2005 to 09/2010
US Trustee Program - (USTP)
Created and implemented the System Development Life Cycle (SDLC) process and procedures for the US Trustees in-line with the Government/DOJ IRM and Life Cycle Models. Provided technology advice, implementation and support to the EA for functions regarding Project/Portfolio Management, IT Investment Management, Process Management and Collaborative (SharePoint/Live Meeting) automated systems. Some of the projects were Exchange migrations, SharePoint Migrations, EPM Migrations, Desktop migrations and installations of new functionality such as the LiveMeeting capabilities and video conferences.
Managed multiple IT project investments in the USTP portfolio which included Business Systems, Portals, Database Management Systems, Messaging Systems, Virtual IT Infrastructure, IT Control and Monitor Systems among others.
Managed the support documentation for compliance with DOJ and Government management and IT investment process. Process included SDLC, EVM, Risk Management Configuration Management among others.
Joint Consolidated Office Network (JCON) PMO
Performed EVM oversight of projects with funding from the JCON PMO. Represented the JCON PMO program with the DOJ EVM Officials for related reporting and audits. Created/Updated the governance and Oversight Policy for EVM in JCON PMO. Performed training and coaching of project managers managing investments with funding from JCON PMO. Provided support for the creation/update of the OMB Form 300. Implemented the Risk Management for the JCON PMO.

Senior Technical Program Manager 01/2003 to 08/2005
Created a Program Management Office (PMO) for the National Integrated Ballistic Information Network (NIBIN) program at the Alcohol, Tobacco and Firearm's (ATF). This PMO provided oversight to projects in the USA and Canada. Performed IT security monitor audits to ensure compliance with ATF IT Security Controls of the NIBIN system. Supported the submission and creation of the OMB Form 300 for investment requests. Supported the program EVM Reporting requirements. Managed the migration of a large asset management solution for a federal customer in 159 days, a record for the customer. Served in the ATF Enterprise Portfolio Management Tool selection board.
