The panel will discuss increasing digital demands and digital transformation projects, the important role the Project Manager plays in the success of these projects and how citizen development can have a positive impact on culture. The second discussion topic will focus on using citizen development to bridge the digital skills gap and empower IT and non-IT professionals to create custom solutions, the guardrails that need to be in place to safely adopt citizen development and the increase in job satisfaction this technology can have on individuals.

Project Portfolio Management in the Construction Sector: Alignment with Organizational Strategies

Project portfolio management (PPM), when tailored to context, improves the effectiveness of senior management decision making on selecting, prioritizing, funding, monitoring, and adjusting projects. Such portfolio-level approaches can improve alignment with an organization’s strategy and enhance return-on-investment (ROI). Although the construction sector is strongly project-based and represents a major segment of the global economy (13% of GDP $ 10 trillion in 2018 projected to $14 Trillion by 2025), little is known about whether and how Project Portfolio Management (PPM) can provide benefits in this important sector. The research team from Australia and the United Kingdom investigated approaches to strategic alignment and PPM through inquiring into project-based practices of organizations in the construction sector. We found that PPM approaches are used in the case firms investigated, despite the fact that the terms ‘portfolio’ and ‘portfolio management’ were not always used. Our findings also show PPM approaches being tailored to suit the construction context.

In 2019 the PMIEF Board of Directors approved a strategic plan which runs through 2027 which narrowed the scope of the PMIEF to enable youth through partnerships with Youth-Serving Nonprofits (YSNPs). As we enter the second phase of this plan, we would like to take the opportunity to present to the PMI community how we're doing on our mission and provide insight on legacy PMIEF programs.

Balanced Leadership

Leadership in projects is dynamic and alternates between actors. This presentation on the award-winning study of leadership reality in projects and its resulting theory of balanced and horizontal leadership outlines project-specific approaches to leadership. These include temporary appointments of horizontal leaders, as well as the dynamic assignment (i.e., the balancing) of leadership authority to the best possible leader in different situations. To that end, it outlines a framework including recently identified types of leadership and their situational contingencies. This includes the five events that make up horizontal leadership in projects. These are nomination of team members, identification of potential leaders, selection and empowerment of leaders, empowered leadership and its governance, as well as leadership transition. Moreover, the presentation addresses the coordination of these events through the socio-cognitive space, and the dynamic assignment of leadership authority to the best possible leader at a time, which is known as balanced leadership.

In 2020 we formally gathered an internal Core Team that laid the foundation for this program.
