The purpose of backlog grooming is to keep the product backlog up to date and clean. Scrum doesn't prescribe how you should do backlog grooming, and different approaches are used by product owners and teams to do this.
Considering the increasing number of companies practicing Agile, getting a ScrumMaster on the rolls has almost become mandatory. Consequently, lot of people (including PMPs) are getting themselves certified as ScrumMasters (or Certified Scrum Developers/Certified Scrum Product Owners).
