Just because an organization is in the public sector doesn’t mean it doesn’t need to manage to benefits. If we forget about public versus private sector for a moment, the premise that projects are undertaken to deliver results rather than just outputs should be clear.
Government procurement for major technology projects often goes wrong—and it’s really not surprising because the entire process is broken. What is it about these initiatives that causes more difficulties than other types of projects?
As project managers working for government agencies, we often give way to despair. Government projects appear to be from another planet at first--a deformed version of regular projects. We are expected to put them on the right track from the very beginning, not allowing any delay and keeping on a persistent path with a robust attitude and the right tools.
