Processes, Procedures and Forms
Many professionals and consultants associated with ISO 9000 registration recommend organizing the documentation requirements into four levels:
Level 1 – Quality Policies and Objectives
Level 2 – Procedures and Responsibilities
Level 3 – Work Instructions
Level 4 – Forms and Other Documents
Documentation is key to the success of the implementation and verification of ISO Quality Standards. This documentation consists of written policies and procedures, written work instructions (and accompanying form examples) and printed and/or electronic forms. Without evidence that a process or procedure has been achieved, the ISO Quality Standards cannot succeed and any attempts to achieve ISO Registration will fail. The hierarchy of documentation can be shown as follows:

From this diagram, you should note that forms play an important part in the building blocks of the ISO Standards. Forms are key to three parts of this diagram: (1) forms as they interact with processes and procedures; (2) forms as they interact with work instructions; and (3) forms
