you should be able to pull some details w.r.t your industry and apply common pricnciples of project management w.r.t scoping/planning. Saving Changes...
Scope is defined by the three constraints of Time/Quality/Cost.
1. How much time are you budgetting for the effort.
2. How well do you need to paint, (How many layers, paint type, Application method).
3. Cost of labour (Yourself vs professional, materials, cost to get a professional in after you fluff it up etc).
There is your scope.

Hi,
I think , its lack of requirement.
First get the customer requirement and customer acceptance criteria . It will help u to final the scope of your project within TIME/COST

You need to define:
1. the 'borderlines' of your project, such as what it includes and what it excludes
2. you need to develop a picture of what the final product will look like
3. you need to determine how you and everyone else will know when you have achieved this
Remember that you want your project to end at some point, and scope aids in that process. Remember also that on many projects, it is difficult to paint a 100% clear picture of the end product at the beginning of a project, but that you must try. A clearer and clearer picture unfolds as the project advances through the process of 'progressive elaboration'. See Rolling Wave Planning and Progressive Elaboration for more details on these concepts.
