How do you know you have improved if you have nothing to compare? Are all projects on time & on budget? Is the client satisfied with the end product? With the process to get to the end product?

I am new to posting information. I have an answer to the question of "why do an baseline assessment of program management". I agree with the questions that were posted on 10/2/00. That is to say, I think that these questions can be evaluated and monitored by a business starting with an assessment.

But more than that, I think that projects, programs, personnel and budgets are fluid. These tools of business change, a baseline assessment let's you see where you are starting from and where you are within the mile stones your organization has set. As you respond to market, environment and other forces, important concerns may need to be set aside or be giving a lower priority. Having a baseline assessment allows you to check in and pick up issues. An ongoing evaluation, quality control and monitoring process uses the assessment data and information to help keep the business moving forward.
