Planning time/cost as % of overall global program

Does anyone have industry published statistics on what the planning time/cost should be as a percentage of the overall program costs? This is for an ERP effort. Thanks.

Which software package you are using, SAP or Oracle Apps?



If it is a SAP implementation, their project management methodology is different. It is some what similar to traditional Waterfall model. They call it as ASAP model and it will have 5 phases.

  1. Project preparation
  2. Business Blueprint
  3. Realization
  4. Final preparation
  5. Go live and support

In this phased approach Planning is so iterative for each phase and it depends on the size of the project too. Normally planning takes 1/5 of each phase. I can't call it as industry standard. I picked up this number based on only one SAP project experience.
