How can we define who are the core project team? some say they are the SME
Of course the PM is one of them

Some think the project core team approach can be very helpful in bringing key partners more closely together like contractors, designers and clients.
It seems that a core project team can play a very important role regarding efficient decision making and communication.
Who else you might think?

Andrew, Ok with that but there should be defined members in particular to that group.
Simplified:
Project Manager/Scrum Master
Business Analyst/Product Owner
Development Team - Individuals that satisfy the roles and skill needed to deliver the product.

As much as I agree with most of the comments above, the Project Manager is considered an SME but not consulted as an SME for his own project.

Rami, I guess he is accountable on his project but if we apply RACI model some of the activities and task might fall under his consultation so may be not the whole project but partial.

Sante, thanks for your comment but the steering committee is totally different from the Core project team that's what I have studied in my course.
Not always Riyadh. "Totally different" would contradict the fact that both the committee and project team have, in part, the same shared purpose, and in fact sometimes share human resources. On some projects, there is a steering committee setup just for that project and the PM can sit on the committee or have voting rights in it: "project managers with voting rights in the executive committees were in fact senior managers who were responsible for the implementation of a specific project."

Sure, those roles would be either covered by the development team or as 'consultants' on an as needed basis, i.e. solution architect sits more at the program level than team level.
