I am working as a Planning Engineer in PMO(Project Management Office) Role in a refrigeration Contracting company in gulf.
we are facing a challenge to add value to the company and we figure out the most important objective for the PMO is to identify itself within the company. To understand what is expected out of PMO and at the same time define the role of PMO and measure its own KPI's.
I would like to open this discussion to understand your point of views that what type of PMO is ideal for a contracting company in today's market scenario and what type of KPI's should PMO generate.

I do not have experience on that domain but I have trained people in portfolio/program/project management that belongs to that domain. As any other type of things the decision to take is: Do portfolio/program/project management process must be included as part of organization strategy? If the answer is yes then the next step is deciding if a new physical business unit deserves to be created to locate those process (the PMO) or those process will be located into existing business units. it is an strategical decision that will impact into enterprise arcthitecture.
