As PMs we often get ourselves in trouble just because we are afraid to say:

No, I can't because
It's not possible because
I would love to, but we can't because

It's very important also to have valid data to justify your response and most importantly the confidence to do it.

Saying NO with confidence and facts is the KEY.

You can really tell when a NO is really a MAYBE, and when a NO is a YES if you ask harder. You can also tell when a NO is THERE IS NO WAY you can get around this.

Indeed it is one of the most difficult things to say NO, as it is not only the fear of stakeholders but also the fear within ourselves.
I think, a strong organisational support can make a PM confident enough to express him/her views without the fear of being left alone.

To me, explaining or supporting with evidences that why the answer is NO is important.
