If you notice answer D contradicts A and B. So either D is wrong or A and B are wrong. So without even knowing that D is the answer, you can deduce that D must be the answer. Saving Changes...
I'm not a fan of the answers for this question. D is incorrect since increasing safety or compensation won't necessarily improve motivation but the lack of these will diminish motivation. I rarely go with answers that have "best" in them so I'd eliminate A & C. B is poorly worded - A lack of hygiene factors can destroy motivation would have been a better statement.
So if I had to pick one out of a bad set of choices, I'd go with A...
If nothing else, this question is a cautionary tale of "you get what you pay for" when you seek out PMP exam questions!
