This article seems to disagree with me, but I still think the project sponsor is part of the project management team, even if he/she is at the top, he still needs to be involved in the project providing sign-off as part of management team, so... if I want my project to move, I better make my sponsor an active part of my project.
Note: This doesn't mean he/she has to do minor/SME activities, he has his clear role.

Yes she has to be, unless the sponsor doesn't have any interest in the project, it's success and the ultimate product that is the result of the project.

I think the sponsor is not part of the project team but an important stake holder. But there is nothing stopping him from being represented if he feels like it. Mostly if there is a problem in communication or the project is not doing well. Saving Changes...
