Best approach to resource leveling a program

I'm scheduling a program in Project. There is a resource pool and a bunch of schedules. Now I've created them I'm trying to level the resources. We have a sequence for the projects and target completion dates.



I know what leveling is but I'm trying to avoid going down blind alleys. What's the best approach to this task? Do I level the first projects first and then work through? The only issue is that the end dates get pushed out when really we need the start dates to be brought forward without affecting the earlier (leveled) projects.

I usually put a constraint “Finish no later then…” on the “project complete” milestones and apply the built-in resource levelling option. That gets me about 80-90% there, and with some manual adjustments I get a workable schedule.

The only caveat is that it must be possible to re-arrange the schedule, sometimes the dates are impossible so you need to compress the schedule as much as you can first until the built-in algorithms can be applied.
