I am looking for a sample project charter for a utility work management system project. Does anyone have a sample they would be willing to share?

If you have a membership, you can download it from templates.
The customization of the Project Charter should not be a problem at all.

I have done it heaps of times for different types of management systems.

I looked in the Templates section and couldn't find exactly what you are looking for, but like Kevin said, any project charter can be customized.
