If you have understood the requirement. then next step is to gather the raw data . so first you should know who will provide you the data, is it the individual team members or Team managers of can you extract the data from existing share point or on live software like ServiceNOW or any monitoring or any other reporting tool
Your First milestone - Understand how the dashboard should look like , Identify and gather the rawdata in excel file, create a first version Dashboard using pivot and functions and then review with you VP. based of the feedback make necessary changes and review the next version. hope this helps.. I'd agree with Sandeep - create a simple mockup or prototype with made up data to see whether it meets the executive's requirements. If it does, then figure out how you are going to ensure accurate & complete data to populate it.
