how can I write a good project scope ?

I think the most important area which we should spend time work on it , is the scope of the project , I found in most of projects , the scope is not definefd well Is there any points need tobe consider when er need to write the scope ?

As other mentioned, PMBOK is the source. The key thing you have taken into account is you have two types of scope: product scope and project scope. Project scope is originated from product scope. Product scope is defined by the business analyst. After understand that read carefully and understand the definition of project scope. Project manager is in charge to all related to project scope definition. All the other deliverables that are part of the project plan will be originated from project scope.

Understanding and Knowing the Business Requirements along with detailed analysis is the key.
Once high level requirements are agreed upon with the properly identified stakeholders then get the requirements documented and signed off by all stakeholders. This will scoping easier and more buy in from all players.

Scope is the base of all project plan development. If the boundaries of the project are not established, the plan will always remain weak. Project scope can only be established if the product scope is understood and that is only possible through deliberate requirements gathering and information. Requirements cannot be effectively gathered until and unless we have a business case and identity of all stakeholders from whom to collect that requirements. So if we follow PMBOK guidelines, we can effectively establish scope for our project.
Remember scope is developed in two parts, first the Product Scope and then the Project Scope. Requirements lead to defining the Product Scope which can then be broken down into Work packages thus defining the Project Scope. Product Scope is measured against Requirements while the Project Scope is measured against the plan.

Read the contract document clearly,meet subject matter expert/ other stakeholders time to time, do facilitated workshops, brainstorming sessions time to time, your scope will be defined matter.

Perhaps it makes sense to look into a Project Charter template, during project initiation, and a Project Scope template, written up during project planning. The latter may be of more use to you given that it specifically states what it is and what is it NOT included in the project scope.

it all depends on who the project sponsor is. private or public sponsor. in public sponsored project consultations in the most important. wide stakeholder consultations results in a more acceptable project scope. once you have gathered your intial facts the next challenge will be to communicate back the final project scope after incoporating design considerations, legal, environmental and many other factors. you may find that the refined scope may not be easily acceptable to the originators of the initial concept. PMBOK is a good guide.
