How is contract ceding by a contractor reulated?

If a contractor was performing bad in the project and decides to cede the contract to another contractor to avoid cancellation, contractually is that the right thing. What should the employer do to avoid risk?

I would want to ensure that the contract specified that substitution of resources or subcontracting to other providers had to be reviewed & approved by the client.
