Yes I am transparent. If you have done a good risk assessment why you need an extra reserve.

Unknown - unknown are covered by Management Reserve

Of course, transparency in contingency reserve is important as it increases buy-in, commitment and many others important areas as well.

Most companies I've worked with require justification for contingency reserves - if that justification is not sufficient, those reserves are usually reduced pretty quickly. As such, it is in a team's best interest to be transparent as to how they've quantified the impact of identified risks...

Most of the time, yes. But, different situations call for different approaches that can be abnormal at times.
