Some might consider the feasibility report is part of the project some might consider it as separate project by itself no matter what in both cases I think the PM should be engaged that's if he/she is not the one who generated the idea of the business case. Saving Changes...

There is not an standard format for business case. But something that is clear is inside it somebody have to state how much it cost and how much it takes. The person to estimate that is somebody that has project management knowledge. That´s not mean that person will be the assigned project manger if the business case is approved and the project started. All related to business case is business analyst responsability so it is one of the point where both roles must work together according to best practices.In my personal experience it is a critical success factor. I would say that has more to do with how long the PM has been in the organization, their seniority level, and the size of the organization. Certainly I have seen PM's (me being one of them) who have worked on business cases before a project was created. Saving Changes...
I've seen both approaches but generally I've found better results when the PM is involved before the business case is finalized as he/she can bring some structure to the process and can ensure (especially if they will be managing the project if the business case gets approved) that key knowledge areas are covered.

It depends. One aspect is internal vs. external (contracted out) projects.
As a PM on an external project I mostly did not even see the business case, but rather a contract containing some components of it. As a PM for a internal project it might be similar, there is often a pre-project and sometimes a post-project (=organisational change management). I found that business sponsors do not want to expose themselves during these to a mere PM. A pre-project might be done by another PM or even a consultant.
If a PM is involved in the pre- and post-projects too, he in fact is running a program.

I agree with my colleagues here. In my opinion, it depends on the project. So, normally I would like to involve as early as possible, and I found that it was very helpful for the success of the project.
