Kevin, well this is a very comprehensive question and to answer it fully we can go on and on and write thesis about it, I don't think we can justify it in this short space, all good points mentioned by other renowned Gurus are well said and valid points but despite all that quality you have the project fails so what measure we are using to be identified as good manager, for example you have one servant leader with all soft and nice to everyone but his project failed, on the other hand one tyrant manager has a whip in his hand, his project succeeded the team might not liked him but the sponsors are pleased with the result, this is just a thought to consider, so before we go into deep we need to agree on quantifying the measurements.

On the other hand Kevin, in practical life there are many "Good" project manager but with no jobs or less job while unqualified PM have the approach and they have better job or even higher position.

I am sure you are looking for some answer other than the traditional answers by listing few quality soft skills, you need to be a shrewd, wolf, politician, powered, and on top of that you have to be lucky.

The power of influence. Learning how, when, and why to use influence to control the context. Additionally, promoting the profession to obtain the value promised. I am constantly frustrated by demanding results of project management while circumventing the process needed to deliver results.
