How do you handle unclear project definitions in a TPM environment?

You go and talk to people. You set up a meeting with your project sponsor or product owner or anyone else you think may know more than you do and you ask them what they expect from the project. The you write that up into your project charter and pass that by your project steering committee.

The answer to almost any question or problem in Agile PM, or really in any type of PM environment is to talk to people.
