Nominal Group Technique

Hi everyone,
Can you please elaborate more about why Nominal Group Technique is interpersonal and team skill? I Thought already it is a Voting Technique!

The nominal group technique (NGT) is a group process involving problem identification, solution generation, and decision making. The nominal group technique (NGT) improves brainstorming as it incorporates the voting process to rank useful ideas.
