Thank you very much this is something new for me. :)
In all the circumstances where I had to do with training the employees this was always done off-project. I mean you were not allowed to put in your timesheet the time spent in training as being work done for the project. It was not possible to have training the team members as a task in the project. Training the users of the delivered product by the project team members yes. this was possible.
I thought training comes from the functional department's budget so that the employees that are trained can handle work on different projects that require the same skills.
