what are mechanisms to align the Project Management process w.r.t Life Cycle Tools?

It is simple: one of the duties of the business analyst in first place and mainly of project manager is to select the life cycle. Business analyst is focused on solution life cycle but because solution is equal to product plus process then the project life cycle is impacted. Life cycle is an strategic decission to be taken. Then, with the life cycle in place, the tool must fits to it.
