Really depends on what the requirements of the tool are. There are open-source options and there are web-based options. No best or worst; those are relative terms to the issue to be solved.
MSP is a project scheduling tool. There are a large number of other potential planning tools including the full MS Office suite, full fledged PPM solutions as Rinal mentioned, and work management & planning tools like JIRA.

I have been using both MS Project and Primavera P6 fas tools for scheduling, monitoring and other requirements of my major projects. While dealing with projects of complex activities as in oil and gas and refineries sector, I am very much comfortable with primavera. It gives a wide variety of options and an extensive scalability potential while teething with other software tools.

As Dileep mentioned, I have seen Primavera used extensively in the mining industry because of its rich functionality. I have had clients that are fond of Smartsheet, which includes Gantt charting similar to MS Project. I used to use MS Project quite a bit, but for the last several years have used Jira and Trello for most software development projects.
