portion of project budget. how to assess the effectiveness of tranings
at the closure of project? Earned value .

Training is usually a functional area cost vs. a project cost, however, if the training is strictly project-related and borne by the project's budget, then you'd tie the effectiveness of the training to the expected outcomes - was the work done to the required quality specifications?
