Transparency of strategies for Stakeholder Management

Certain strategies are evolved to address stakeholder expectations
These are documented and updated on regular basis by Project Manager.
Should this be treated as confidential document or can it be shared
with relevant or all stakeholders?

If there are no hidden agendas, or you are using confidential information, open communication will always be good

It depends on your project management and governance process. I worked on places where all related to project stakeholder management were not published. In my today workplace everything is published. It is a matter of organizational culture.

In almost all business projects it is shared with relevant stakeholders, unless its a competitor or parties not privacy to certain intellectual property, even if they are stakeholders.

Transparency is key, though there is a threshold for what is appropriate, org standards, internal specific, security.
