KPI are metrics " measure how the org. or individual performs an operation,tatctical or strategic activity that is critical for current and future success of org.
The KPIs are the basis for governance.reporting.

As far as I know, it does not have a specific formula. This is use for tracking your project performance and to ensure that projects get completed on time. The scope and terms of an organization’s KPIs may differ from project to project.
The following KPIs are normally use for PM.
1. return on investment (ROI)
2. productivity
3. cost performance
4. customer satisfaction
5. schedule performance
6. employee satisfaction
7. alignment with strategic business goals.

Your organization project management system should include the performance metrics or performance indicators that you should be watching and measuring on every project.
Assuming there are none, then we need to consider two types of metrics:
1. Organizational Metrics, for example, what percent of the projects are completed within the cost and schedule parameters; what pct are successful; what is the average pct of changes on projects, etc. I can list 20 or more that organizations should care about.
2. On a specific project, we will link to the org. metrics. For example, pct of changes, no or pct of defects; no or pct of waivers from spec; etc.

I am with Rami here. KPI has sense at organizational level. Projects are started to ahieve organizational objectives and to know if you are doing that you need KPIs at organizational level and then to derivated them and adjust them to the initiative. Saving Changes...
