my favorite tool for planning as well as many other project-related tasks is MindManager, a mindmapping tool....it handles the "spongy" time with lots of index card-like flexibility, and the maps can be exported into MS project or excel when you're ready to get more detailed. oh yeah, and a mindmap will generate any of the following: a website, an MS Word file, or an MS Powerpoint file--i also use it for presentation and training development and a host of other things as well!
