Organization theory at growth and maturity model

Hello,

Organization Theory (is one of the tool of process "9.1 Planning Resource management) which determined by an organization which explain how the team, people and organization units behave.

An Example of that: ( a certain organization might to decide to not hire a non citizen).
I am just wondering if such organization reach to the stage growth or maturity and still doing this practice. and how this will be link to PMI code Ethic.

While one would hope there is a direct correlation between more ethical firms and higher levels of project management maturity, this isn't always the case.

You could have a highly unethical firm which still manages projects in a disciplined, predictable manner...

That has not to be taken as ethical or non ethical. It organization has its own strategy and it organizations has its own reasons to do that. On the other side, ethic is a matter that has been discussed into a context. Because of that organizations have their own code of ethic.
